Creating Safer Spaces: Lessons from the Victorian Childcare Abuse Case

In July 2025, a Melbourne childcare worker was charged with more than 70 child sex offences involving infants and toddlers. The allegations have revealed significant gaps within the childcare system and highlight the need for stronger child safety measures across child-related sectors, including Aquatics.   

What is the Impact? 

The case has prompted widespread fear amongst the community, including a lack of trust in institutions and the systems designed to protect children. As a result, it has led to: 

  • Public fear and uncertainty
  • Diminished community trust in Government 
  • Reviews into the Working with Children Check (WWCC) system
  • Legislative and regulatory reforms 

Emerging Safety Trends 

A number of significant safety reforms are gaining momentum across child-related sectors. These emerging trends reflect a national shift toward stronger accountability, greater transparency, and a more robust culture of child safety.  

 Emerging trends include: 

  •  Prohibition of use of personal mobile devices by staff  
  • Safe installation of CCTV to monitor high risk areas, whilst balancing the right to privacy 
  • Increased supervision ratios
  • A centralised National WWCC register
  • Mandatory child safety training for professionals working with children.

What this means for Aquatics Providers 

Organisations in the Aquatics sector should take proactive steps now to strengthen safeguards for children and families by: 

  • Prohibiting staff use of personal mobile devices
  • Assessing the use of CCTV at facilities 
  • Reviewing staff-to-child ratios
  • Delivering child safety training to staff at induction and on an ongoing basis.
